  • Recommendation:

    That the agenda be approved as presented.

We acknowledge with respect, the history, spirituality, and culture of the Anishinaabek: The People of the Three Fires known as Ojibway, Odawa, and Pottawatomi Nation, who have inhabited this land from time immemorial. And
further give thanks to the Chippewas of Saugeen, and the Chippewas of Nawash, now known as the Saugeen Ojibway Nation, as the traditional keepers of this land. We also recognize, the Metis and Inuit whose ancestors shared this land and these waters. May we all, as Treaty People, live with respect on this land, and live-in peace and friendship with all its diverse peoples.

  • Recommendation:

    That the minutes of the Council meeting held on October 6, 2021, be adopted.

  • Recommendation:

    That the regular meeting of Council be recessed to hold a public meeting for consideration of the following applications:

    • Joint public meeting with the County of Grey, for a 6-lot plan of subdivision at 345/355 Balmy Beach Road, and
    • Zoning By-law Amendment application Z-11-21, for property located at 660341 Ontario Inc. o/a Harold Sutherland Construction Ltd.
  • Recommendation:

    Positive comments have not been received from the County Transportation Department regarding the required road widening width to be dedicated.  Therefore, at this time it cannot be concluded that applications Z-11-21 and SP-08-21 are consistent with the Provincial Policy Statement 2020 and the County of Grey Official Plan, Recolour Grey.  It is recommended that PL.2021.37 be received for information.

  • Recommendation:

    That the minutes of the Committee of the Whole meeting held on October 13, 2021 , be adopted, including recommendations COW2021-100 to COW2021-104.

That report FIN2021-20, Development Charges Background Study RFP, be received, and

That Committee hereby awards RFP 2021-18, for the provision of consulting services to complete a Development Charges background study and the applicable implementing bylaw, to Watson & Associates Economists Ltd. at a cost of $26,900 plus HST, and

That the project be funded from the Township’s modernization reserve.

Whereas RFT 2021-23, to complete contract ditching and drainage improvements on various roads within the Township of Georgian Bluffs, received no tender submissions;

Now Therefore, Council hereby waives the procurement policy and sole sources this contract to Gord Sloan Gradall Rentals at $172.00 per hour, inclusive of equipment, operator, insurance, and operating costs, (excluding HST) for a period of 1 year with 2 optional 1-year extensions.

That Council hereby approve the following contract service providers for the period of November 1st, 2021, until October 31st, 2022:

  1. Fluker Electrical Mechanical Contractors Inc as the primary Heating & Mechanical, Plumbing, and Electrical contractor for all Township Facilities at a rate of $85.00 per hour for the Administration Building, Derby Works Depot, Derby Community Centre, Shallow Lake Community Centre, Shallow Lake Water Treatment Plant, Sarawak Works Depot, Former Sarawak Administration Building, East Linton Water Treatment Plant, Kemble Arena, Keppel Works Depot, and $90.00 per hour for the Wiarton Airport.
  2. Beckett Tree Service as the primary Tree Removal & Trimming Services contractor for the Township at a rate of $105.00 per hour for bucket truck services and worker.
  3. Ron Pringle Electrical Ltd. as the primary Street Light Repair & Maintenance Services contractor for the Township at a rate of $140.00 per hour for bucket truck services and workers.

  • Recommendation:

    That this report be received by Council with the following recommendation:

    THAT the Township of Georgian Bluffs is satisfied that all matters under Section 51 and 51.1 of the Planning Act have been addressed to their satisfaction; and

    THAT development of the lands is addressed through the existing Master Development Agreement, Master Subdivision Agreement, the Site Plan Agreements and the Ontario Building Code; and

    THAT the Township supports an exemption from Section 51 of the Planning Act for the development legally described as Part Block 75, 16M-15, 16R-11409, PARTS 3, 4 & 11; commonly known as the Hollow at Cobble Beach; and

    FURTHER THAT this resolution be forwarded to the County of Grey and the Applicant.

  • Recommendation:

    That Council hereby approve the awarding of the following tenders:

    1. RFT 2021-21, Church Sideroad Drainage Improvements, to Arnill Construction Limited o/a Seeley and Arnill Construction at the tendered price of $386,332.13 (excluding HST) to be funded from the General Roads Reserves.
    2. RFT 2021-26, Winter Sidewalk Maintenance, to Brown Property Maintenance at the tender price of $225.00 per event for the sidewalks within Shallow Lake and $300.00 per event for the sidewalks within Cobble Beach for the 2021-2022 winter season with two optional 1 – year extensions.
    3. RFT 2021-27, Centennial Park Entrance Reconstruction, to Arnill Construction Limited o/a Seeley and Arnill Construction at the tendered price of $49,142.20 (excluding HST).

  • Recommendation:

    That By-law No. 2021-071, being a by-law to confirm the proceedings of Council on October 20, 2021, be read a first, second and third time, finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and engrossed in the By-law Book.
