    That the regular meeting of Council be recessed to hold public meetings for the consideration of the following Zoning By-law Amendment applications:

    • Z-01-21, Anna Szabo, for property located at 1900 8th Avenue West, and
    • Z-03-21, Applicant: Cliff McMillan, Owners: Estate of Sharon M. Morris, Robert Morris Executor, for property described as Con 2 Pt Lot 4 RP 16R1928 Pt of Part 1. 
  • Recommendation:

    It has been demonstrated that the proposed application is consistent with the Provincial Policy Statement 2020, the County Official Plan, the Township of Georgian Bluffs Official Plan, and the Township of Georgian Bluffs Zoning By-law 2020-020. 

    It is recommended that Report PL.2021.09 for Z-01-21 for Anna Zsabo be received for information, and

    Provided no issues are raised at the Public Meeting, that Zoning By-law Amendment Application Z-01-21 and the corresponding deeming application for Anna Zsabo for lands described as TP Brooke Lots 136, 138 & 140 Albert WS, be approved.

  • Recommendation:

    County comments indicate a requirement to demonstrate and/or provide justification that the proposed development will not negatively impact the operation of the adjacent pit.  It cannot be demonstrated that the proposed application is consistent with the County of Grey Official Plan policies regarding Mineral Resource Extraction areas.  It is recommended that PL.2021.10 Public Meeting Report for Z-02-21 for Morris be received for information.

  • Recommendation:

    That the minutes of the Committee of the Whole meeting held on February 17, 2021 be adopted, including recommendations COW2021-006 to COW2021-019.

Concerns raised by the neighbour and the Township’s Building and Operations Departments indicate the need for the submission of an engineered grading and drainage plan to assess the suitability of the proposed development.  It is recommended that Planning Report PL.2021.07 for application Z-14-20 for Murray Dick be received for information.

It has been demonstrated that the proposed application is consistent with the Provincial Policy Statement 2020, the County Official Plan, and the intent of the Township of Georgian Bluffs Zoning By-law 2020-020.

It is recommended that Zoning By-law Amendment application Z-13-20 for Diana Vargas and Wessel Van Loenen for lands described as Part Lot 25, Concession 16, Keppel, to permit a kennel for the purposes of breeding and selling puppies, be approved; and

That Council direct staff to prepare a site plan agreement to address development requirements at the site.

That By-Law 2020-128 be amended to prohibit the use of off road vehicles on the Cole’s Sideroad unopened road allowance, and

That staff are hereby directed to install trail gates blocking ATV access while still allowing pedestrian access to the Cole’s Sideroad Unopened Road Allowance at the Concession 24 and Taylor Sideroad access points, and

Further, that staff contact the South Bruce Peninsula ATV club to remove the Kemble Mountain Trail from all of their maps and educate their members on the trails prohibited use.

Whereas the County of Grey has extended the Professional Services Agreement with Wood Environment & Infrastructure Solutions, a division of Wood Canada Limited, for provision of Weather Forecasting and Consultation Services,

Now Therefore, Council of the Township of Georgian Bluffs acknowledges said extension and further, authorizes the Township’s continued participation in the program, and

That the Mayor and Clerk are hereby authorized to sign the Indemnity Agreement between the Township of Georgian Bluffs and County of Grey.

That the ice pad at Shallow Lake Arena be maintained for the remainder of the 2021 season, and

That staff are hereby directed to consult Grey Bruce Public Health to approve a public safety plan for implementation prior to approval of extension of the ice season, and

That staff present said plan to Council for information prior to extension of the season.

Whereas Council of the Township of Georgian Bluffs enacted By-law 2019-105, Water Supply Agreement with the Town of South Bruce Peninsula at their meeting on September 18, 2019, and

Whereas said agreement establishes limits on new connections and daily water flow,

Now Therefore staff are hereby directed to contact the Town of South Bruce Peninsula, regarding Caframo Limited’s request to install a six foot (6”) connection to the water main and the required letter of understanding.

That Members of Council and Township staff commence reporting to Council, either written or verbal, following attendance at annual conferences to enhance information sharing, and

That existing Council Remuneration Policy, By-law 2018-086, be amended to reflect the following:

That Council Members may attend any number of conferences and seminars, within a maximum $3000.00 per year, funded by the Township, and that any funding beyond the allocated maximum shall require approval of Council.

That community appointed members to Committees of Council are hereby permitted to attend conferences and seminars, subject to prior approval of Council, within a maximum of $500.00 per year.

  • Recommendation:

    Whereas the Inter Township Fire Department Joint Board of Management received and approved the 2021 Draft Budget at their meeting on February 9, 2021; and

    Whereas the Joint Board recommended by resolution ITFD2021-04 that both respective Councils approve of the 2021 Budget as presented; 

    Now Therefore, Council of the Township of Georgian Bluffs hereby approves the 2021 Budget for the Inter Township Fire Department Joint Board of Management, as presented.

    That By-law 2021-009, being a By-law to delegate certain powers and duties under the Municipal Act, S.O. 2001, c.25, the Planning Act, R.S.O, 1990 c. P. 13 and other Acts, be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

Being a By-law to adopt Electronic Signature Policy – ADMIN-2021-01.

Further to recommendation number COW2021-017, approved at the February 17, 2021 meeting of Committee of the Whole.

  • Recommendation:

    That By-law 2021-010, being a By-law to to adopt Electronic Signature Policy – ADMIN-2021-01, be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

Being a By-law to amend Schedule “A” of By-law 2018-086, Council Remuneration Policy.

Further to recommendation number COW2021-019, approved at the February 17, 2021 meeting of Committee of the Whole.

  • Recommendation:

    That By-law 2021-011, being a By-law to amend Schedule “A” of By-law 2018-086, Council Remuneration Policy, be read a first, second and third time, and finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation, and engrossed in the By-law Book.

As provided at the February 10, 2021 Council meeting.

  • Recommendation:

    Whereas Council received a resolution passed by the Council of the Municipality of Grey Highlands regarding increasing municipal insurance rates, at their meeting on February 10, 2021; and

    Whereas Council of the Township of Georgian Bluffs recognizes the impact of increasing insurance rates on local governments and their constituents; and

    Whereas the Association of Municipalities of Ontario outlined seven recommendations to address insurance issues including:
    1. The provincial government adopt a model of full proportionate liability to replace joint and several liability.
    2. Implement enhancements to the existing limitations period including the continued applicability of the existing 10-day rule on slip and fall cases given recent judicial interpretations and whether a 1 year limitation period may be beneficial.
    3. Implement a cap for economic loss awards.
    4. Increase the catastrophic impairment default benefit limit to $2 million and increase the third party liability coverage to $2 million in government regulated automobile insurance plans.
    5. Assess and implement additional measures which would support lower premiums or alternatives to the provision of insurance services by other entities such as nonprofit insurance reciprocals.
    6. Compel the insurance industry to supply all necessary financial evidence including premiums, claims and deductible limit changes which support its own and municipal arguments; 

    Now Therefore, Council of the Township of Georgian Bluffs supports the Municipality of Grey Highlands in their request to the Province to review the recommendations as outlined by the Association of Municipalities of Ontario, and

    That copies of this resolution be forwarded to the parties contained in that of the Municipality of Grey Highlands. 

As provided at the February 10, 2021 meeting of Council. 

  • Recommendation:

    Whereas Council received a resolution passed by the Council of the City of Port Colborne, in support of that of the Township of Blandford-Blenheim, regarding unlicensed and unmonitored cannabis grow operations, at their meeting on February 10, 2021; and

    Whereas Council recognizes the impact unlicensed and unmonitored cannabis grow operations have had on local governments and their constituents; 

    Now Therefore, the Township of Georgian Bluffs hereby supports the resolutions as passed by the City of Port Colborne and Township of Blandford-Blenheim, and

    That copies of this motion be be forwarded to the parties contained in that of the Township of Blandford-Blenheim.

As provided at the February 10, 2021 meeting of Council.

  • Recommendation:

    Whereas Council received a resolution passed by the Council of the Township of Augusta regarding the closure of the Ontario Fire College, at their meeting on February 10, 2021; and

    Whereas the Ontario Fire College is one of the primary sources of certified training for Ontario Firefighters; and

    Whereas the Inter Township Fire Department has benefited from the training provided by the College; 

    Now Therefore, Council of the Township of Georgian Bluffs hereby opposes the closure of the Ontario Fire College, and

    Further, joins the Township of Augusta in their request that the Province of Ontario reverse their decision to close the Ontario Fire College, and

    That copies of this motion be forwarded to the parties contained in that of the Township of Augusta.

  • Recommendation:

    Whereas Council passed resolution number RES2020-346 at their meeting on November 25, 2020, opposing the proposed amendments to the Conservation Authorities Act, 1990 via Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020; and 

    Whereas Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020, including Schedule 6 of said Act, received Royal Assent on December 8, 2020; and

    Whereas Schedule 6 of Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020, amends the Conservation Authorities Act, 1990, to significantly hinder the
    conservation authorities’ role in regulating development, permit appeal process and engaging in review and appeal of planning applications; and

    Further, as Schedule 6 provides that the Minister of Municipal Affairs and Housing may by zoning order, under Section 47 of the Planning Act, 1990, permit all or part of a development project in a conservation authority’s area of jurisdiction; and

    Whereas the Township of Georgian Bluffs values and relies upon the natural habitats and water resources within our jurisdiction for the health and well-being of residents and, values the conservation authorities’ work to prevent and manage the impacts of flooding and other natural hazards;

    Now Therefore, Council of the Township of Georgian Bluffs re-establishes opposition to the amendments to the Conservation Authorities Act, 1990 via Bill 229, Protect, Support and Recover from COVID-19 Act (Budget Measures), 2020, and

    Further, implores the Province of Ontario to repeal Schedule 6 of Bill 229 and maintain the important role of conservation authorities throughout the Province, and

    That copies of this resolution be forwarded to the Ministry of Municipal Affairs and Housing, MP Alex Ruff, MPP Bill Walker, Grey Sauble Conservation Authority and all Ontario Municipalities.

    That By-law 2021-012, being a by-law to confirm the proceedings of Council on February 24, 2021, be read a first, second and third time, finally passed, signed by the Mayor and Clerk, sealed with the Seal of the Corporation and engrossed in the By-law Book.
